As the director of homeland security office in New York, I suggest that the Population-Based Funding Formula (PBFF) is the best and most efficient funding formal in the state. Population-Based Funding Formula (PBFF) is a funding formula that considers every individual in a District Health Board (DHB) regardless of age, social status, ethnicity, and gender (Velde, Scholefield, & Plante, 2013, pg 188). Therefore this formula used in funding federal grants does not discriminate against any individuals within the District Health Board (DHB).

Demographics of New York

New York is a state within the USA that is characterized by the presence of ethnically diverse culture. It hosts approximately 23.6 million individuals making it the largest city in the US. This city comprises of individuals of different ethnic backgrounds. This is because it provides a home to many immigrants. Moreover, it is an entry also to many immigrants coming to the USA. Therefore it consists of individuals of various cultures, gender, and social status as well. Therefore using a population-based funding formula in homeland security will be more active in the city.

Argument for PBFF

PBFF is a funding formula that seeks to provide financial aid to many individuals within a District Health Board (DHB). This formula can cover a wide range of health services. It can cater for primary care; hospital and community care for the population within a District Health Board (DHB). Moreover, the formula can also cover the health of older people and those with mental illness regardless of their ethnic backgrounds, age, and gender (In Ludwig & In Shah, 2014, p. 13). Therefore Population-Based Funding Formula (PBFF) aims to cover for financial aids of every individual within the population of a District Health Board (DHB).

In addition, Population-Based Funding Formula (PBFF) funds any District Health Board (DHB) based on the number of population within that area. Therefore it ensures that every individual within the District Health Board (DHB) is catered for regarding financial aids when they need it. As a result, Population-Based Funding Formula (PBFF) aims is to make sure that there is an equitable distribution of funds to individuals in the District Health Board (DHB). PBFF aims to provide every person in the population with health services that meet their needs. This means that during funding the financial aids given to a population in the District Health Board (DHB) are about the needs of all individuals in that area. This ensures that there is an equitable distribution of funds to every person for the purpose of satisfaction of needs of individuals. Therefore the state of New York requires this funding formula for the purpose of giving every individual in the diverse population satisfactory health and care services regardless of their differences.
