The structure of emergency management in the United States has its roots in civil defense. Prior to the Cold War, emergency management occurred on an as-needed basis and was uncoordinated. During the Cold War, attempts were made to address individual disasters and build a legal framework that provided a great deal of decision-making authority to the president. The threat of nuclear attack had the effect of causing governments at all levels to think about civil defense preparations.

This was one of the first attempts to set up emergency management. While emergency management has evolved since this time, many challenges to emergency management still exist.
For this assignment, select one historical event that influenced the evolution of emergency management. Then consider the challenges to emergency management and what strategies might be used to address these challenges.

Part 2:
- Describe one key challenge to emergency management, and explain why it is a challenge.
- Describe at least two strategies to address the challenge you identified, and explain why each might be effective.
